Print vs. Digital permission costs do not vary as greatly with smaller publishers/rights holders as with larger publishers/rights holders. Generally larger publishers/rights holders have higher fees due to the cost associated with the legal monitoring of content on the web.
Digital format requires tighter controls and management to avoid copyright violation. Technology permits the dissemination of information easily. If digital format is not managed appropriately, it can be downloaded, distributed electronically via email and/or duped and distributed in greater quantities not covered by the copyright permission.
